HuffPost: Sacramento is “ground zero” for homeless shelter crisis

The Huffington Post has published a lengthy piece on the homeless situation in  Sacramento, covering the recent deaths of two men in a tent from carbon monoxide poisoning, the United Nations report on a lack of access to clean drinking water and sanitation at the Safe Ground campsites, and the increasing number of women and children who are adding to the local homeless population. The article also sheds light on a seldom-spoken about 1987 statute that allows counties and municipalities to declare a state of emergency when a “significant number” of homeless people exist in a community.
